Education: In addition to his law degree from
the University of Panama (LL.B., 1965),
Dr. Salas spectialised in maritime law and policy at the University of
Wales, in the Institute of Science and Technology.
Achievements: Dr. Salas most recently
served as Justice of the Supreme Court of Panama. Previous to this,
he served as a Judge in the Labour Courts of Panama (1962-1964) as
well as the Substitute Judge in the High Court (Labour). He was appointed
Chancellor of the University of Panama (1976-1978), Presidential Advisor
(1978-1979), and Ambassador of Panama to Argentina (1988-1989). He
held the position of Presidential Advisor (1994-1995) before accepting his
appointment to the Supreme Court of Panama (1996-January 2002).
Membership: Dr. Salas is a member of the
National Bar Association.
Areas of Practice: Dr. Salas primarily is
involved in litigation. He also advises in International Trade
Law, Maritime Law, Admiralty Law, Civil & Commercial Law.
Languages: He is fluent in English and
Spanish.
Publications: Dr. Salas has published the

Dr. Salas joined Shirley & Associates upon
finishing his term as a Justice of the Supreme Court of Panama on January
14th, 2002.
