Education: In addition to his law degree from
the University of Panama (LL.B., 1964),
Dr. Pereira obtained his Ph.D. in Political Science at the University of
La Sorbonne, Paris, France (1976), as well as completing specialised
studies at the Interamerican College of Defense, Washington, D.C. (1986).
Achievements: Dr. Pereira has served as
Alternate Ambassador of Panama for UNESCO, Paris (1972 – 1975). He
served as advisor for the Negotiation Team on the Panama Canal Treaty (Torrijos-Carter),
signed in 1977. Further accomplishments include: Chief Commissioner for
Commercial Affairs at the Panamanian Embassy in France (1982- 1985);
Minister of Justice, 1989; President of the Board of Directors of the
National Telecommunications Institute (INTEL), 1989.
Membership: Dr. Pereira is a member of the
National Bar Association, as well as Founding Member of the "Diálogo
Centroamericano permanente para la paz, la seguridad y la desmilitarización
de la fundación Oscar Arias para la paz y el progreso humano", in
San Jose, Costa Rica. [Permanent Central American dialogue for peace,
security and demilitarisation of the Oscar Arias Foundation for peace and
human progress]
Areas of Practice: Litigation (Administrative&
Criminal) and Commercial Law.
Dr. Pereira is an established public speaker, serving
as a panellist at University Conferences and on television. He conducts a
daily open radio debate on RPC radio, the national station.
Languages: He is fluent in English,
Spanish and French.
