Immigrant Farmer  

This immigrant visa is exclusively for those persons who are dedicated to agriculture and who have the relevant certificate from the Ministry of Agriculture regarding their competence in the agricultural activities of the country, duly signed by the Minister of Agriculture.  

The applicant should present an Immigrant Visa Application, upon which they will be granted a Provisional Residency Permit for the period of one (1) year, which may be extended upon its expiry for a further two (2) years, until completing a total period of five (5) years of residency in Panama. Upon fulfilling this period, the applicant will be eligible to request Permanent Residency with the right to a cédula (identity card) as a farmer.   

Nevertheless, it should be noted that upon presentation of the immigrant visa application, the applicant will initially receive only a temporary card, valid for three (3) months, which the application is processed. If, at the end of the three months their application for provisional residency has still not be granted, they will be issued with another temporary card, also valid for a three (3) month period.  Upon completing the application process, the Applicant will receive their Provisional Residency status card, with the corresponding stamp put in their passport, both of which are valid for one year.  As mentioned above, it is necessary to request the renewal of this, until completing the five (5) years provisional residency in Panama.   

Upon the completion of this term, and the fulfillment of all the requirements mentioned below, the applicant may request Permanency with the right to a cedula (Id. card).  (See Requirements).  The duration from the time of original visa request to the Permanency and right to the cedula is approximately six years. 

The same procedure is followed for presenting the documents and the applicant will receive an Id. card valid for three months, renewable thereafter until the permanent residency with the right to cedula is approved.  Upon approval, the Immigration Department will issue an Indefinite Residency card, together with a letter authorising the request for a cedula.  

Following five years of consecutive residency in Panama following the approval of permanent residency, the applicant may request nationalization (letter of naturalization).  

NOTE:  All documents which are issued overseas should be duly Apostilled or by the Panamanian Consulate or Embassy in the country in which they were issued and then by the Ministry of Foreign Affairs in Panama.

Requirements to Obtain the Provisional Permit for Permanency as a Farmer  

  1. Power of Attorney and Application via an attorney/law firm.  

  2. Certified cheque or cashier's cheque for One Hundred balboas (B/. 100.00) in favour of the National Treasury.   (1 balboa = 1 USD). 

  3. Medical Certificate of good health, issued no more than three (3) months previously to the presentation date.  (Should have the signature and seal of the doctor, showing the doctor's name, code and medical registration number). 

  4. AIDS/HIV test, taken no more than six (6) months previously to the presentation date.  (Should specify the method used, and have the signature and seal of the laboratory/technician, with their name, code and registration number).  

  5. Police Record (Good Behaviour Certificate) from the applicant's country of origin (only where the applicant has lived for less than 5 years of continual residence in Panama). 

  6. Police Record (Good Behaviour Certificate) from the local Panamanian police (P.T.J.) 

  7. Fotocopy of the passport page where the applicant's general details and photo appear.  

  8. Four (4) passport-size photos. 

  9. Original passport, which must be valid for at least six (6) months. 

  10. Certification of the complete names and nationalities of the applicant's parents. 

  11. Certificate issued by the Ministry of Agricultural Development, regarding the applicant's competence in Panama'a agricultural activities, signed by the Minister of Agriculture. 

  12. Certification from the local Mayor or Sheriff (Corregidor) which certifies that the applicant is dedicated to agriculture.  

Note:  Where the applicant has dependents, the following documents should be included:  

Each dependent of legal age should issue a Power of Attorney to the lawyer/law firm to represent them; parents should issue the Power of Attorney for any minor.

Letter of responsibility from the principal applicant for each of the dependents.

Requirements for the Extension of the Provisional Residency Permit as a Farmer
